Policymakers are often interested in area based initiatives that aim to make a place more attractive for investment – for example, through remediation and infrastructure investment, providing tax incentives to businesses locating in the area, reducing regulations businesses face (such as planning restrictions), or providing other support. Over the last 10 years alone, the UK has introduced three versions of these policies – Enterprise Zones, Investment Zones, and Freeports.
What does the evidence say about this type of policy? Do they improve employment, productivity, or wages?
